Liberty Counsel is a nonprofit litigation, education and policy organization dedicated to advancing religious freedom, the sanctity of human life and the traditional family. Established in 1989, Liberty Counsel is a national organization headquartered in Orlando, Florida, with branch offices in Virginia and hundreds of affiliate attorneys across the nation. The Liberty Center for Law & Policy (LCLP) operates as one component of Liberty Counsel’s training, education and public policy program. With offices in Washington, D.C. and on the campus of Liberty University School of Law in Lynchburg, Virginia, the LCLP trains attorneys, law students, policymakers, legislators, clergy and world leaders in constitutional principles and government policies. Liberty Counsel produces a daily radio program, Freedom's Call, a weekly program Faith & Freedom and a thirty-minute weekly television program, Law & Justice, all of dealing with various legal and policy issues.

Staver graduated Summa Cum Laude with a Master's degree in Religion. He was an honorary guest lecturer at the American Society of Oriental Research. He authored Quest for the Historical Jesus: An Inquiry into the Historicity of the Passion Predictions. He reads Hebrew, Greek, Aramaic and Syriac. Staver became a pastor and later graduated from the University of Kentucky law school where he was captain of the National Moot Court team. He holds an honorary Doctorate of Laws degree (LL.D.) from Liberty University.

Staver has argued in numerous state and federal courts across the country. He has appeared on numerous briefs before the United State Supreme Court and has argued before the Court in the free speech picketing case of Madsen v. Women's Health Center and in the Ten Commandments case of McCreary County v. ACLU of Kentucky. He represented voters from Seminole and Martin Counties during the 2000 presidential election cases.

He has authored hundreds of articles and has written eleven books, including Eternal Vigilence: Knowing and Protecting Your Religious Freedom; Same-Sex Marriage: Putting Every Household at Risk, Faith and Freedom: A Complete Handbook for Defending Your Religious Rights, Take Back America, Religion and the Future of America; Religious Expression in Public Schools; Political Activity of Nonprofit Organizations, Union Membership and its Constitutional Implications, and Judicial Tyranny.

Staver is considered one of the premier constitutional litigators in the country and conducts hundreds of media interviews each year.
